* According to the World Health Organization (WHO)'s Public health criteria to adjust public health and social measures in the context of COVID-19, published on 12 May 2020, “[l]ess than ​5% of samples positive for COVID-19, at least for the last 2 weeks, assuming that surveillance for suspected cases is comprehensive,” is one of the indications that the epidemic is "controlled".

Government measures

  • Our World in Data, an online academic resource that provides research and data on global challenges and development, and which is maintained by the University of Oxford's Martin Programme on Global Development and Global Change Data Lab, provides information and maps on global policy responses to the coronavirus pandemic addressing the following themes:
    • School and workplace closures;
    • Cancellation of public events and gatherings;
    • Public information campaigns;
    • Stay-at-home restrictions;
    • International and domestic travel;
    • Testing and contact tracing;
    • Income support and debt relief.
  • KPMG, a global network of independent member firms offering audit, tax and advisory services,  provides information on government and institution measures in response to COVID-19 in Mexico, including:
    • Tax measures;
    • Employment-related measures (including food-related, healthcare related, social security, etc.);
    • Economic stimulus measures;
    • Other measures.
  • The Mexican government maintains a “traffic light” system (“semáforo COVID-19”) according to which states are subject to more restrictions based on the colour assigned. Entry/exit, quarantine measures and internal mobility

Refer to the United Nations (UN)'s World Food Programme (WFP) COVID-19 Global Travel Restrictions and Airline Information for the most up-to-date information on entry and exit restrictions, quarantine measures, and internal mobility in Mexico.

The United Nations (UN)'s International Organization for Migration (IOM)'s Mobility Impacts COVID-19 portal provides regularly updated data on the restrictions and procedures applicable at specific points of entry (international and regional airports, border crossings and checkpoints).

Entry/exit

  • The United Nations (UN)'s World Food Programme (WFP) COVID-19 Global Travel Restrictions and Airline Information provides the following summary of entry and exit restrictions, as reported by various sources:
    • Latest News: Mexican government requests extension of non-essential travel restrictions at border to continue through 21 February to slow spread of COVID-19 (Border Report, 12.01.2021).Authorities in Mexico City suspend nonessential activities because of surge in COVID-19 cases (Reuters, 18.12.2020).U.S. land borders with Canada, Mexico to remain closed to nonessential travel until at least 21 January 2021 (Reuters, 11.12.2020)
    • International Restrictions: Commercial flights are operating to and from Mexico.
    • Entry rules in response to coronavirus (COVID-19).
    • Entry to Mexico from the United States: The land border between the US and Mexico is closed to all non-essential traffic as part of COVID-19 measures. This is reviewed on a monthly basis. This closure applies primarily to tourism and recreational travel. Cargo, trade and healthcare workers will still be able to cross the border. Check with your closest US Embassy/Consulate before attempting to cross the border.
    • Entry to Mexico from Guatemala: There have been reports of disruptions and tensions at the Mexico-Guatemala border. On 1 October a caravan of approximately 3000 migrants entered Guatemala and are currently making their way through Honduras to Mexico, bound for the United States (USA). Periodic border closures are possible and you should check with local authorities before attempting to cross the land border.
    • Testing / screening on arrival: If you present symptoms of COVID-19 upon arrival at an airport in Mexico, you should ask for the International Health Team (“Sanidad Internacional”).

  • The International Air Transport Association (IATA)'s COVID-19 Travel Regulations Map provides details on individuals for whom the international travel restrictions do not apply.

Quarantine measures/procedures at port-of-entry

  • The United Nations (UN)'s World Food Programme (WFP) COVID-19 Global Travel Restrictions and Airline Information provides the following summary of procedures at arrival and quarantine measures, as reported by various sources:
    • No requirement. There are no mandatory quarantine policies currently in effect in Mexico for confirmed or suspected cases. The Mexican government encourages people experiencing the symptoms of COVID-19, fever, cough, headaches, throat pain, or constant sneezing, to stay at home for 14 days, consult with, and comply with the instructions of your local healthcare provider.

Internal mobility

  • The United Nations (UN)'s World Food Programme (WFP) COVID-19 Global Travel Restrictions and Airline Information provides the following summary of internal restrictions, as reported by various sources:
    • Travel in Mexico: People should remain at home wherever possible, and particularly the over 60s, those with underlying medical conditions, and pregnant women. Follow the advice of the local authorities.
    • Individual states in Mexico are imposing additional measures and restrictions. The Mexican government has put into place a traffic light system to manage the easing of restrictions, this varies from state to state; review local government websites for detailed information for where you are.

  • The United States Embassy in Mexico's website provides an overview of different measures taken at the state and municipal level regarding internal mobility, such as non-mandatory stay-at-home advice, curfews, and reduced business hours. The following measures were taken by specific states:
    • On June 1, the Mexican government began easing nationwide restrictions and started phasing in non-essential economic activities in some states and municipalities using a national “stoplight” system. The four metrics to determine the colors in the Mexican government’s stoplight system are the trend in numbers of new cases; hospital occupancy trends; current hospital occupancy rates; and percentage of positive cases. If one indicator is red, the whole state will be designated red. Most schools in Mexico are closed.
    • Thirteen states are designated “red” under the federal stoplight system between February 1 and February 14 (Ciudad de México, Colima, Estado de México, Guanajuato, Guerrero, Hidalgo, Jalisco, Morelos, Nayarit, Nuevo León, Puebla, Querétaro and San Luis Potosí). Under red, only essential activities are allowed. Essential activities include: the provision of medical services and supplies, grocery delivery services, operation of grocery stores, restaurant delivery and carryout services, assurance of public safety, maintenance of fundamental economic functions and government social programs, work in critical infrastructure, construction, and manufacturing of transportation equipment. Hotels are limited to 25 percent occupancy for guests working on critical activities. Parks are also limited to 25 percent occupancy.
    • Seventeen states are designated “orange” under the federal system between February 1 and February 14 (Aguascalientes, Baja California, Baja California Sur, Chihuahua, Coahuila, Durango, Michoacán, Oaxaca, Quintana Roo, Sinaloa, Sonora, Tamaulipas, Tabasco, Tlaxcala, Yucatán, Veracruz, and Zacatecas). Under orange, hotels, restaurants, barber shops, open-air parks, and gyms are limited to 50 percent capacity. Markets and supermarkets will operate at 75 percent capacity. Additionally, shopping malls, churches, cinemas, theaters, museums, and cultural events will be limited to 25 percent capacity.
    • Two states are designated “yellow” under the federal stoplight system between February 1 and February 14 (Campeche and Chiapas). Under yellow, all work activities are permitted. Public space may open on a regular basis, while enclosed public spaces can open with reduced capacity. All activities should be carried out with basic prevention measures. People at higher risk of developing COVID-19 symptoms should continue to take extra precautions.
    • Individuals should practice good hygiene such as frequent hand washing and social distancing. Those not involved in essential activities should self-isolate at home. People over age 60 or with high risk medical conditions such as hypertension, diabetes, heart disease, lung disease, compromised immune system, pregnant, or post-partum should self-isolate at home.
    • Hotel guests in some areas may be subject to occupancy limits or asked to provide an employer letter certifying the essential nature of their business. Hotel guests showing respiratory symptoms will be referred to health authorities. As a reminder, the U.S. government does not pay for lodging or other expenses incurred due to travel disruptions abroad.
    • Some states and municipalities have implemented additional restrictions on public gatherings, transportation, business operations, and government operations if health conditions warrant and/or developed separate stoplight systems from those at the federal level. Several states and municipalities have imposed curfews and movement restrictions on non-essential activities and have required citizens to wear masks when outside the home. In some areas, officials may issue fines and/or arrest and detain individuals found to be in violation of stay at home orders. Amnesty International reports that "Vaccination registry excludes important sectors of the population by requesting CURP and jeopardizes public health."

  • “The COVID-19 vaccine should not be subject to a single document as there is no universal form of identification in Mexico, where the state has substituted this on a discretional basis with National Electoral Institute credentials, passports, and in this case the CURP. To make it so is to leave in limbo the migrant population, deported Mexicans, binational people who have not been able to prove their Mexican nationality for lack of an apostille, indigenous internal migrants, and those who, due to conditions of exclusion or the backwardness of municipal institutions, have not been able to acquire a birth certificate or have theirs corrected,” said Gretchen Kuhner, director of IMUMI, on behalf of the Alliance.
